Billy Kaplan is both a mage and a mutant, though where the dichotomy lies can't be said for certain. Billy can teleport, generate light, lightning, fire and forcefields/shields, fly, warp matter into different shapes (handy for changing costumes), and other skills that can fall under a list of mutant capabilities, but he also aids/augments these skills with spell-casting, scrying, manipulating reality and other talents that fall under wielded magic. Billy's powers are generally untested, and he himself doesn't know the limit of his powers, if he has any. The easiest comparison to make for Billy's powers is that with the Scarlet Witch, Wanda Maximoff - Billy's powers are inclined to world-changing like Wanda's powers are, and his powers come with similar caveats and problems.

A noticeable canon cap to Billy's powers is that rendering him deaf renders his spell-casting ineffective. While in theory this shouldn't affect other skills, like generating lightning, warping solid items and self-propelled flight (he doesn't cast spells on these verbally), the times he's seen power-capped shows him both soundproofed and wearing power suppressors. Billy is only about as strong as a regular non-mutant, if not weaker. Billy is also at the height of adolescence, and his judgment is often suspect. Billy's use of his powers are currently reliant on intuition, which is an advantage and disadvantage; while reflexive use of his magic has saved him and his team numerous times, it is also wildly uncontrolled.

His control over his powers seem directly proportional to his self-confidence, which can be worrying when facing enemies well above their skill or against storied villains. The scope of Billy's powers are also problematic - given that there's no discernible limit to it, there's no certainty in what he can and cannot actually do; this makes his powers something of a magical sweepstakes roulette, which in theory should be cool but in application is more like picking up a firearm and hoping it doesn't malfunction in all the ways it could possibly malfunction.

As far as game power caps are concerned, Billy's probability-affecting powers come with the caveat of it taking out of him twice as much as it normally would. His teleportation stays, but the distance he can teleport to and/or the number of times he can do so can be limited as seen fit (3 kilometer radius, as per game rules). He also cannot fully warp/affect* anything of a single or combined mass larger than himself (e.g. he can give Tommy a full outfit change but Captain America only gets like a new set of pants or a leather jacket; or magically lift a motorcycle but barely lift the front end of a car), and anything game-breaking will and shall be run by the mods absolutely. Using his powers against/on other PCs shall always be run by the players first, and in the event that using powers is unavoidable but aren't greenlighted by the players involved, his powers will just break and not work. It's happened in canon!

* Billy can only warp what already exists, as a power cap. Creating anything new is going to make him feel sick, and the bigger the generated item, the harder it hits him. If he decides to create a bike out of nothing, he’s going to be knocked out for an IC day, perhaps even longer. The attached mass limit also stays as previously suggested.
